Spies from a few different countries are trying to steal or protect radioactive materials.
The plot was difficult to discern and the characters not memorable, with the exception of one man who had a catch phrase. The style was standard '70s, pacing fast, video was too dark in many places and the audio was in foreign languages with no subtitles. I rate it bad because it's a rotten stinking movie. Too bad nobody will get that inside joke.
